Marie Claire Ouellette brings extensive leadership experience from a distinguished career in the Canadian Armed Forces and the public sector, where she successfully led complex programmes, organizational transformation initiatives and multidisciplinary teams. Her expertise spans logistics, operational planning, business and information technology management, and the implementation of strategic initiatives. Recognized for delivering operational excellence, she excels at translating strategic objectives into practical, sustainable solutions through disciplined planning, effective coordination and flawless execution. Her collaborative leadership style and commitment to continuous improvement enable clients to strengthen organizational performance and successfully manage change in complex environments.

Francis Bleeker is an executive with 30 years of experience in the global defence industry as well as in government. Until recently he was Vice President, Business Development at a young technology company that produces systems that enhance soldiers and first responders’ survivability. Concurrently he was part of the prominent Defence Procurement Team of a global strategic communications firm, where he advised on defence procurement matters and industrial participation.
Francis enhanced his significant business and industry experience working for companies as DEFSEC Technologies, Robotics Centre, Caracal International (Abu Dhabi), Colt Canada Corporation and Royal Bank. He honed his cultural awareness working in the UAE, Saudi Arabia and his work took him on extensive travel across Europe, the Middle East and India.
Prior to moving to Canada in 1998, Francis worked in government. Concurrently he served in the Royal Dutch Army as an infantry officer.
Francis read constitutional law at Leiden University and his second master’s degree is in business administration from the Open University Business School in Milton Keynes, UK. Francis took the Canadian Security Studies Programme at the Canadian Forces College in Toronto in 2010.

Marie Claire Ouellette, Principal at Malmaison Advisers, is a retired senior officer of the Canadian Armed Forces with more than 30 years of leadership experience in human resources, talent management, corporate services, and change management across defence and federal organizations in Canada and abroad.
Following military service with the Royal Canadian Air Force in Germany, Ottawa, and Toronto, she served as Director HR Programs with Canadian Forces Morale and Welfare Services before establishing her consulting practice in 2014. She has since advised organizations including Canada Company, where she served as Managing Director until recently.
Marie Claire holds a Master’s Certificate in Project Management for Information Technology from Université du Québec en Outaouais and a Bachelor’s degree in Military Arts & Science from Royal Military College of Canada. She is also a member of the Council of Governors of Commissionaires Ottawa.
